can i get a visa before booking flightsaccommodation?

Question

I would like to ensure I can actually get into the country before going to the expense of spending money on flights and accommodation. Also, I want to travel so I do not want to book all accommodation in advance. How can I do this?

Hi, flight ticket and hotel reservation are required for tourist L application, unless you travel with a travel agency with detailed itinerary settled and provide an invitation letter from the agnecy. But for application itself, hotel bookings for the first few nights after arrival should be ok. BTW, the consular officers seldom refuse applications if you provide above documents.
