You should submit your application to the consulate of PRC in Chicago in person. The processing time is around six to eight weeks since your application will be handled by the HK Immigration Department. If you require for a mail-back service, the consulate will mail it to you. However, you should provide paid USPS Express Mail, UPS(air only) or FedEx(air only)envelope. And 5 USD service charge is required.

Since the consulate has to send your application to HK Immigration Department, you should pay 30 USD as service fee and mail fee.

I heard people said they don't do mail back passport anymore, is that true? Do I have to come back to Chicago to get my new passport ?

As I know, mail back service is available. Anyway, you can entrust someone else with the receipt to collect your passport if you can not visit the consulate in person.

I renewed my passport recently and I waited for 4 months and it is still not yet ready.

The consulate said sometime the US customs keep the passport in the mailing process. It might take 5-6 MONTHS.

So I suggest if you need to renew your passport. Do it at least 6 months before the expire date.

they called me last week finialy! I went there at mid March and it was ready in mid August. I took 5 months!
