How do I go about having my background report stamped at the consulate?

Do you mean "how to get your report authenticated by the consulate"? If so, you should get your report notarized by local notary public at first. Then send your notarized document to country clerk for authentification and then send it to the office of the Secretary of State or the Treasurer (of New Jersey) for authentication. Lastly, bring it to the Chinese consulate in your area for authentification.
