Yes, you are right that the Maglev will be out of service around 1-2am.
As for the best way from PVG to your hotel that late, it should be taxi indeed. Or take shuttle bus Night Line to Longyang Road Metro Station and then transfer to a cab to the hotel. In this way, you just need to pay CNY30-40 cab fare.0
