American Infant with no ARC

My child was just born in Seoul and since we never planned to stay in Korea, we only applied for American Citizenship with the plan to move back to Shanghai (where my wife and I live, both holding Residence Permits). We do not have an ARC for the baby, but do have a flight arranged in less than 2 weeks…

Is there any possible way to handle this without staying in Seoul to get an ARC? I know that in Shanghai you can get a temporary VOA, but can this be transferred to a regular L or an S-1 type?

I think you can bring your baby to Japan and apply for the L type there.
