Am I have to be a resident for application?

Hi, I went earlier today to the Chinese embassy in Wellington. I had all the requirements ready. For proof of legal stay in NZ, I have a work visa But the guy at the counter said that I have to be a New zealander resident to apply for tourist L. I have a Israeli passport so I ask if it's because of my passport but he said no. is it make sense?

It depends, it has different policies towards different countries. I would recommend you to email or talk to the Chinese embassy on the phone.
