About:Hong Kong Visa Policy

visa application in Hong Kong

I had heard that the Chinese Embassy was denying people tourist 'L' unless they had permanent hong kong residency and requiring them to apply in their home country, is that still the case?

Yes, there is a similar rule as you said. However, I have heard that people from USA, UK or just a few other countries can still get L in HK even they don't have the resident status there.
