About:Macau Visa Policy

I am holding a Malaysian passport, planning to visit Zhu Hai upon landing, what should I do?

If you haven't been to mainland China before, I don't think you will get the VOA easily. If you fly to Zhuhai, I think you should contact your airline for this. Sometimes, the airlines don't know the policy and then they don't let those who don't have valid visa to board the plane.
