Visa for 7 hour cruise ship visit Port of Xiamen

We are on a cruise through Asia in 2014 with our cruise ship visiting Xiamen for only 7 hours.

Do we need entry permit to disembark ship for short stop over sighting on the day ?

If we stay on the ship and don't step on the land, do we still need one ie being on a ship visiting a chinese port without getting off the boat. ?

Visa is not required if your stopover is no more than 24 hours and you will not leave the port. But if you want to visit the city for sightseeing, you need to apply for a stay permit at frontier inspection office.
