How Vietnamese apply tourist visa?

Vietnam girl friend is holding a Z type one and working in Macau now, but she want to resign the job. Her 2 sisters are also working in Macau at this moment. How can she apply/change to the L type to come back Macau to visit her sisters in Macau? Is it possible to get the multiple entry type?
