Indonesian tourist in HK want to visit Windows of the World in Shenzhen.

I plan to visit Hong Kong for vacation for 4 days and in the meantime, I want to visit the famous Windows of the World in Shenzhen as well. I am not planning to stay overnight in shenzhen. it will be less than a day visit.
My wife never enters China before but I did.

is it possible to apply Visa on Arrival at Lo Wu immigration ?
kindly advise the fee, is it RMB 168 as stated above ?
