Israeli tourist applying for Chinese visa in Moscow

I am an Israeli citizen currently traveling in Russia. I'd like to continue traveling into China. I am not a resident of Russia so I don't meet General Requirements #4 listed above. Is it still possible to obtain one in Moscow? Thanks.

I am afraid that you may not because the rules have been tightened after the new entry and exit management rules came into effect on September 1.

OK. Thanks. Do you know if that also applied for obtaining one in Mongolia?

Amit, the same rule is adopted for all Chinese embassies. But you may give it a try in HK. According to the rules, those who don't have resident status in HK also can't apply for it. But some people still apply successfully. You can find the most powerful travel agency in HK (CTS). Just for your reference.
