Pullman Hotel Guangzhou - Is Transit Permit Required - Is it ''outside'' the airport

I have a passport from one of the countries listed above that dont require a transit visa - however i think i still need a transit permit to be able to go to the above hotel. Does anyone know if this is correct? And also where do you get the permit from - is the desk/area clearly marked and are there hoards of people queuing up?
