Visiting China on a cruiseship

I am a Norwegian Citizen and will in March visit 3 ports in China as a passenger on a cruiseship (P&O) - Shanghai the 3rd March, Xiamen the 5th March and Hong Kong the 7th to 8th March-

I know that Norwegian Citizens do not need Visa for Hong Kong, but what about the 2 days in Shanghai and Xiamen??

Can I visit them under Article 22: in The Exit and Entry Administration Law of the People's Republic of China
where it says:
(3) Hold connected passenger tickets and are in transit to a Third country or region by an international
Aircraft, ship or train via China, will stay for not more than 24 hours in China etc.etc.

Yes, you are allowed to visit each city for a stay less than 24 hours without visa.
