Can we re enter into china via zhuhai, even though we are holding single entry visas?

We are a group of Philippinos holding phillipines passport and only has a single entry. We will be coming from singapor and arriving at Guangzhou and we intend to go to Macau and back. The question is, Can we apply for VOA at zhuhai immigration instead??
