is it possible to go to china on a tourist visa, then apply for a Z visa after arrival in china?

I think it's difficult to do it now. Since the new regulations have been carried out, many people are required to go back to apply in their own country to apply. But I think you might try to apply for it in HK if you don't want to go back to the USA. I am not sure you can apply for it successfully in HK.0
