If applying for a tiurist visa will the Chines embassy ask for proof of funds?  I will probably apply for a tourist visa while in Ho Chi Minh city?

It is decided by consular officers on a case-by-case basis actually. Generally, financial support is not required if you provide round-trip ticket and hotel bookings for application.
