do we have to go to our country for changing visa from L to S

Hi, me and my husband from pakistan are here in china on x visa, but my kids are on L type. According to new policy visa officers said I have to take my kids back to my country for changing their visa from L to S. please tell me is this true... do we have to go to our country for this?
