Can Canadian passport holder can apply for visit visa for PRC in Delhi india

Yes, you have to provide your valid Indian visa. If it is a short-term one, you have to provide a note from your Embassy or consulate, which includes your name, passport number, occupation, purpose to visit PRC and duration of stay in PRC.
