Can Sweden citizens apply China visa for tourist at CHina embassy Singapore?

Foreign citizens shall provide documents that entitle them to reside for an extended period of time in Singapore (PR, WP, EP, STP, DP or SVP). Otherwise, you have to apply in your home country.
