Do the foreigners still need any permit to enter Lushun just for few hours by public transport from Dalian?

How to obtain such a permit?
Buses 2,3,5 go to to LS from Dalian?

Yes, you are suggested to visit your local PSB (Dalian PSB) to get this permit.

I am very sorry that I am not very clear whether the bus 2, 3, 5 can go to LS from Dalian, but according to my experience, the buses from Dalian to LS are available on Dalian Railway Station North Square.
Hope you can find it and have a nice trip there.
