About:China Consulate in Houston

If I live in Vista CA (Southern California) can I apply for my visa at the San Francisco office?

I have a multi-country trip coming up and will be going to China and India. The Indian visa office for all of California is in San Francisco. I'll be going there in person in October and would like to also get it in San Francisco as this will save me a trip to LA which even though closer to Vista, CA would still save me an extra trip. On the web site it says that you can apply in the State in which you reside. Then in another place is says that you must apply in the jurisdiction for which you live or the application may be denied. Thus my question.

I am afraid not, you should submit your application to Consulate General in Los Angeles. But if necessary, you can send your application to someone else or an agency if you can not visit LA in person for application.
