Obtaining Class F Visa for a Visit to a Beijing Conference

I will have an invitation in a few days to speak at a business conference hosted by the Beijing Exit / Entrance Consulting Association in Beijing Sept 12 & 13th, 2013. I am a US citizen residing in Costa Rica. May I apply for the necessary class F through your embassy in San Jose once I receive the invitation letter?

Yes, sure if you reside in here.

I have applied for pensionado status, and my application is complete and accepted by Migracion, but they have not yet acted on it. So technically I am here as a tourist. I will depart for China from here, and return again. In these circumstances, can I apply at the San Jose embassy.

It will be a problem if you have not got pensionado status because Chinese embassies and consulates only accept applications from the citizens and foreigners with residence permit. You can also confirm this with the embassy directly.
