Is anything going to be done to protect tourists in Xi'an from pickpockets?

I was pickpocketed getting on a bus after watching the XA Musical Fountain and lost my wallet. It took me half the night to even find a decent policeman who would even prepare a police report for me. I would recommend to other tourists to this city to avoid this event (it's not even very good) and/or to be extremely careful about pickpockets in this town. Either keep your valuables locked at your hotel or have them in a money pouch around your neck under your clothing. Don't use public transport at all, certainly not going to or from large, crowded public events that attract tourists. I later heard that the city is reknown for pickpockets.
