Which country's passport do you have?
If you have US passport, the visa is not needed. If you have Thailand passport, the visa is not needed if you just stay in the airport within 24 hours.

a 3 hour layout does not give you much time at all. Figure on about an hour to go anywhere significant by subway. that leaves zero time as you have to clear security/immigration etc.
