Hi, if she is currently living in USA, she is able to apply for it from Chinese embassy/consulate in USA. Her valid visa or proof of residence there is required, and for tourist visit, flight ticket and hotel bookings are required. In addition, she should fill both application forms V2011A and V2011B.
