problems with L visa extension in Henan

I have a 60 days L and I would like to extend it for another 30 days. I am currently staying in Jiaozuo. I called the local PSB office in Jiaozuo, Henan and they said that there is a new law saying you can no longer extend your L type. I also called the PSB office in Zhengzhou and they said you should be able to do it in every city, however they said I need to go to the office in Jiaozuo instead. What should I do?

It seems to be much easier to do it in big cities like Beijing, Shanghai or Chengdu :(

Hello, victor!. I had a similar experience to you, when I want to help one of my friend to don extension. I do know this new rule has been published from July 2013. According to this it is harder to extend it from different city as certain province been applied with this new rules and other cities may not.
