About:Policy for Foreigners with Immediate Family Living in China

My boss may have delayed TOO long in getting the Residence Permit!?!

My employer, who is accredited to be an employer or foreign teachers, is very new to the process. I am actually part of his FIRST group of foreign teachers. We arrived on various types (one tourist, one student, and one business) and we got all the paperwork (expert cert, med test, insurance, etc.) in line before we went to Hong Kong and obtained the Z. The problem is, upon our return our boss didnt DO ANYTHING ELSE! Upon my realization, and double checking him on his progress of the residence permit, I realized that we only had one week left before the end of the 30 days since we re-entered the mainland on our "000" day Z(we entered on 24 May). We are set to go to the local PSB for our appointment tomorrow, where he is confident he has "contacts" and "relationships" and the finalization of the residency should be no issue.

My question is: If the permit IS applied for before the end of the 30 days, is there a penalty?
If there is some hiccup in the process tomorrow, what is the penalty for overstaying a z/"000"(since the term 000 means indefinite by their definition....and there is no written number of days on it)? I am guessing plausible deniability is not a good excuse in Chinese customs but is there a policy somewhere that I can consult?

Please help....I have been put in this last minute situation and I need to know the reprocussions -- should I bail to avoid a fine or stay and hope his "contacts" work it out?

Hi, don't worry, please visit local PSB and submit application for residence permit asap. If you entered on 24 May, it is within the time required.

Thank you. I got on the bosses case, and he got the paperwork together, and we are headed there at 830am tomorrow the 21st -- 2 days before expiration of 30 since reentering mainland. As I am beginning to see with this and other occurrences, it is quite the norm to wait until the LAST POSSIBLE MOMENT to get stuff done (especially regarding chinese management.....er....chinese mismanagement). Just wanted to make sure that if I apply for it within the 30 day window I will be clear of the fines and repercussions.
