Tourists L visa for children

Can I apply for tourist L for my children with their non-US passport? We reside in USA, both parents hold green cards on non-US passports. How? Could you provide site links that address this situation?

Hi, your children can apply in US with proof of residency there. Sorry, I can not find any link for this. Parents's green cards are helpful as well. You can try to contact the embassy directly for more information.
