Do you refer to the milk powder?
If you just send them for personal use, you can only send no more than 5kg.
If the weight is below 2.5kg, it is no need to pay the tax. If the weight is from 2.5 ot 5kg, you need to pay tax. One the weight is over 5kg, the formular will be regarded as goods.
