Visa China for Indonesian

I am Indonesian, service passport holder. I am a student in Yamaguchi University Japan. On July 20-21, 2013 I will attend in international conference in Chengdu. So I will go to Chengdu from July 19-22, 2013. Is it necessary for me to apply for it? If yes, can I submit application in Fukuoka?
