New Tibet Travel ruless for 2013

Can you tell me how the rules have changed? We (2 from UK) are hoping to arrive in Chine from Mongolia then travel to Lhasa but do we still have to book through an agency? We hope to end up in Nepal and then get our Indian visas there. Fingers crossed!

Yes, according to the latest policy, you still have to join a tour to travel there. But it becomes much harder to get the Entry Permit, so it is suggested to reconsider your travel plan.
