visa application without leaving

I work in dubai and is currently in china for an official assignment. Im having an F (dual entry) and has already used my 2nd entry. Emergency issue came that requires me to go philippines. My task here will be over in three weeks time. Is there by any chance i can apply another one while in here (before heading to philippines) so that i can go back to my assignment and skip from the hassle of applying from the philippines?

I need urgent help as i need to fly two days from now.
