7 hours layover in Beijing

Hi, I am a Canadian Resident holding a Philippine Passport, I am planning to go to Manila with a 7 hour stop over in Beijing, am I allowed to leave the airport without a Chinese Visa? If yes, are there any tours good for 3 hours or so that will pick me up from the airport and drop me off back at the airport in time for my connecting flight?

Yes, you can leave the airport but you have to apply for the stay permit when you arrive. By the way, I think three hours isn't enough for a short visit in Beijing.
