If I arrive at the Pudong Airport @ 19:25, what are the chances of making the train to Hangzhou?

I believe the last train leaves 21:00 from Shanghai South Railway Station, would a taxi get me to the station before the last train departs? If not, would you recommend any alternate routes to getting to Hangzhou that evening? Thanks.

Yes, of course, a taxi can take you to reach that station before your train departs.
I think taxi will be better, because it is fast than the airport shuttle bus.
