requirements for offical passaport holders

Question

Dear Sir/Madam,I am a lecturer at Ankara University. Professor Huanyin Chen invite me  to visit the Department of Mathematics at the Hangzhou Normal University in May and June, 2013. Hi, as I know, people with Turkish Diplomatic, service/special passports and passports for public affairs are exempted from visa to China. Others should apply in advance.
