inquiry about visa

Question

I'm a student in one of sudan universities but actually I want to transfer to liaoning medical university. So my question is can I get mine here at Khartoum?

According to the embassy, the applicants from the third country have to provide valid resident permit when they apply for visa. As long as you have resident permit, you can apply from the embassy. But it's difficult to say whether you will get it successfully. The consular officers have the final say.
