Transit via Beijing

Hello,

On the website of the Ministry of Foreign Affairs, I have just read that holders of bulgarian passport have the right to 72-hour stay in Beijing without a visa. It is stated that this is effective 1 January 2013. Is this true? Can I assume that I can travel to Beijing without prior application for transit as long as my stay is no longer than 72h?
Thank you for confirming.
