Cost of a tourist visa in Okinawa, an invitation

Because we have to make it with a travel agency, I would like to know what is the total cost of a Chinese tourist L for one month in Okinawa? And if I have invitation of friend in China, do I need the travel agency to make it?

Foreign passport holders in Japan are required to apply through travel agencies, even if you have invitation letter. Fee is Yen 4000 for a single entry, but you may need to pay additional service fee to the agency.

As what one of my friends told me, they charged him over Yen 10,000 that service fee is included.
