clarification about residence permit of the sponsor

hi, he is not a resident of china but will stay there for more or less 2 years to work. Could he secure this residence permit if example he will just  rent an apartment? From what government department of China he could get this residence permit? Does this residence permit refers to a permit of his actual address in china?what is this all about.? pls helpthank you so much.;)

Hi, it he is working in China, then he is required to get the residence permit from local PSB, which the duration is based on his working contract. So, it is the permit of his actual address in China anyway.
