clarification about residence permit of the sponsor

hi, he is not a resident of china but will stay there for more or less 2 years to work. Could he secure this residence permit if example he will just rent an apartment? From what government department of China he could get this residence permit? Does this residence permit refers to a permit of his actual address in china?what is this all about.? pls help
