I have a cruise destination in Shanghai. Can I have free stay while waiting for a flight to USA?

No, currently only passengers who land at Pudong and Hongqiao Airport and meet the related requirments can enjoy 72 hours free stay in Shanghai. You'd better get a Chinese visa before taking the cruise.
