Im a South Afican Visiting Hong Kong can I apply for a visa to China in Hong Kong

Hi, it is hard to say, some of applicants were refused application there as non-HK residents. You may have a try to apply through the Commissioner's Office of China Foreign Affaris in HK. Or through a travel agency if necessary.
