About:72-Hour Visa-Free Transit

flying SFO-Beijing for 2 nights, then to Hong Kong. Visa?

We are flying into BJ from San Francisco and staying two nights (48hrs) before flying Air China to Hong Kong. Do we need a visa? Does Hong Kong count as a 3rd party country destination? What is the stipulation about registering at a local police office?

No. you don't need a visa. You are totally qualified for the visa-free policy, so there is no need to register in the local police office.
