I am a US Passport holder with an FM3 Visa as I live in Mexico. Where to apply for Visa

I have a tourism trip to China planned for July 2013. Can I apply for a China Visa with my US Passport in Mexico or do I need to go through an office in the US. I am not planning on going to the US until I depart in July as my flight goes through Seattle.
