About:Chinese Embassy in Mexico

I am a US citizen working and living in Mexico City on an FM3. Can I apply for a visa to travel to China in February at the consulate here Mexico, or do I need to go through the hassle of mailing my passport and everything back and forth to Chicago?
Thanks for your help!
