About:China Transit Visa

layover in Beijing International Airport (23hrs), i'm Filipino and has Norwegian Visa

Do i need visa if i leave the airport while waiting for my next flight going back to Norway? Thank you.

Yes, you need to apply for a Chinese transit visa in advance.
