It is worth to see, but there is no direct buses to reach that valley. The transporation is much difficult if you plan to go during Feb.
As far as I know, Jiuzhaigou is still open during Feb except some places in the valley, so you can still choose to go there.
Besides, I think you can go to the attractions in the city and Dujiangyan which are also wonderful places.

Yes, you can catch the direct long-distance bus at the local Xiananmen Bus Station. The bus journey is 8-9h and the bus fare is CNY91.5 or around.

Dujiangyan, a grand irrigation project, is an attraction itself. It deserves a visit. The direct bus there can also be caught at Xiananmen Bus Station or Ximen Bus Station. It takes around 3h and costs CNY31.5 or around.

You can enjoy the Ice and Snow Festival after visiting Dajiangyan. At Dujiangyan, you can transfer to take a bus or a taxi to the location. It is about 27km from Dujiangyan.

One more thing: I don't search the relevant information about 2013 Longchi Ice and Snow
Festival. So I am not sure whether it is held as usual this year. Hope you consult in advance.

One thing need to be declared, there's no Ximen Bus Station for years. If want to go to Dujiangtan, you may take bus at Xin Nanmen Bus Station or Chadianzi Bus Station instead.
