Can i apply for my z visa for china in phillipines, manila??

hey there,
im from new zealand and im going to the phillipines for a holiday. can i apply for my z visa for china in phillipines, manila?? and avoid another trip to HK?

It is difficult to get Z in a third country, so, ou should better apply in NZ before leaving.
