Transit visa for Australia in Portugal for 5 months returning home via Guangzhou

Dear Travel Guide
My daughter was booked a 14 hour overnight stop over in Guangzhou on her way home to Australia from studying 5 months in Portugal, and i was not alerted to this by the travel agency. She is now booked at the Pullman hotel, but cannot get a transit visa to China in Portugal, they only issue to citizens and residents. The Chinese Embassy in Australia say they cannot help. Where else can i apply for a visa.

If only 14 hours, she may just stay within the transitional area, and then she won't need any visa for that.

14 hours overnight in transitional area if not an option, as hotel booked
I think it should be made public you do not need one, all transit passengers over 8 hours with Southern China Airlines, and maybe others, get a free hotel stay and free stay permit.
