I am planning trip to Harbin from 30th Dec to 2nd Jan. Does the Ice Festival start during that time?

Actually, the Ice and Snow Festival will officially start on Jan. 5, 2013. But many activitities have been held and open to the public since late Dec. 2012. So you can still enjoy yourself at Ice ans Snow World, Zhaolin Park and Sun Island Scenic Area during your travel time.1
